The quote desk is closed
You cannot quote. You cannot take orders. You cannot promise a SEWP price. If a buyer asks for any of those, stop and hand the call to Rick, then Isabella. Category A 80TECH26D1138 and Category C 80TECH26D0142 are awarded, not effective, and not active.
Closed today
There is no quote now. There is no order now. There is no live catalog. There is no live CHOP path for Inspired Solutions sales. Shop, the quote tool, and QRT are expected the week of 17 August for PM/DPM test. That is not live quoting.
Future RFQ path (not open)
This is the intended sequence after NASA makes the vehicles effective and after Inspired Solutions is active. It is a plan, not a switch you can throw today. Every live step is marked not open. Full path: Quoting.
- Customer RFQ Buyer uses NASA QRT or an agency process. Inspired Solutions does not host the RFQ. Not open
- Eligibility Filter is Exhibit 4 plus category plus NAICS plus size, plus any customer-specific rules. If we do not match, we are not on the list. Not open
- Inspired Solutions desk Inside sales and the quote desk review scope, category, AbilityOne touch, and Database of Record coverage. Not open
- Quote from DoR Quote only what is in the Database of Record, at or below the contract price. If it is not in the database, it is not on contract. Not open
- Control Number NASA assigns a SEWP Control Number. Never fulfill without it. Credit card orders still need a Control Number. Not open
- Fulfill Quoted delivery date is a performance commitment. One-business-day response to SEWP and to the customer is the NASA service level we must match. Not open
Eligibility is a filter, not a feeling
A customer picks category, NAICS, and business size. NASA matches that against the Inspired Solutions Exhibit 4 crosswalk after NASA verifies it. Category A default is full and open. Category C default is small-business set-aside. 8(a) plus SDVOSB on Category C shrinks the field further. We do not tell the customer which NAICS to pick.
Exhibit 4 is not a CHOP gate
Exhibit 4 is required for eligibility matching later. It is not required for PM/DPM CHOP registration the week of 17 August. Fatima Desi Almanzar owns Exhibit 4. Do not tell a buyer our Exhibit 4 is filed, accepted, or live.
What a typical RFQ looks like (NASA historical)
NASA historical SEWP V figures, for calibration only. They are not a forecast we can promise a buyer.
- Typical 3 to 4 quotes per RFQ. 93 percent of requests received at least one quote. Most holders do not respond to any given request.
- Default response window is about 5 days. The customer controls the window. Minimum is 1 day (sometimes less in September).
- Quote when there is a reasonable business justification. Do not quote when there is not.
- There is no numeric minimum for responding. NASA does not score us on how many RFQs we answer.
- Category A volume is expected to look like historic product flow. Category B and C volume is uncertain and likely much lower at the start.
Database of Record is the only catalog that counts
Quote only what is in the Database of Record. Open-market items are not permitted. Items do not have to be on contract the day the customer issues the request, but they must be on contract before we quote. UNSPSC is required on every CLIN, including Category C services and LCATs. If any CLIN on a QRT quote is missing or mispriced, NASA will not send the quote to the customer.
April Moshos owns the Category A build. Internal target 1,896 rows / 1,500 searchable by 1 October. Those are internal counts. They are not live catalog facts you can read to a buyer. Category C has zero CLINs today. Do not invent a live row count.
Never fulfill without a SEWP Control Number
Every order, including delivery orders, task orders, credit card orders, and modifications, must go to the SEWP Program Office first. NASA enters the order, confirms offerings are on contract and priced, and assigns a SEWP Control Number. Until that number exists, Inspired Solutions does not ship, start labor, or process the card. No quote and no fulfill without an SCN, when quoting is even allowed, which is not now.
Credit cards
Credit card orders still need a Control Number. Never send the card number to the PMO. Inspired Solutions processes the Government Purchase Card itself. Do not send the customer to Venmo, Zelle, or PayPal. Do not cite a micro-purchase dollar threshold. The threshold is unverified on this desk. Do not say $15,000 or $50,000.
Quoted delivery date is a performance commitment. Failure to meet it is tracked. Delivery rating is public to the customer. Keep CHOP order status current. Delayed is a closed dropdown. OEM late is not a reason. Partial shipments are not accepted unless the order or the issuing CO authorizes them.
One-business-day response
NASA operates on a one-business-day turnaround for TR processing, provider review, backup data, and order processing. Inspired Solutions matches that for SEWP and customer responses once the desk is open. Today the correct one-day action is: take the name, refuse the quote, and get Rick on it.
CHOP, Shop, QRT this month
- This week's CHOP demo used TEST data. That was not Inspired Solutions access.
- PM and DPM registration expected week of 17 August. Individual inspired-us.com emails, not aliases. One CHOP identity per UEI. Test both Category A and Category C entitlements. Exhibit 4 is not required for that access.
- Shop, quote tool, and QRT expected week of 17 August for holder access and test. Not live quoting.
- Parser and email templates are TBD from NASA. Do not invent a mailbox parser or a quote email format.
- There is no Inspired Solutions CHOP URL on this desk. Do not invent one.
- CHUM was delisted. NASA said do not use it.
- When the Quotes menu is live it is RFQ, MRR, and RFI. Plan to Quote is not a commitment. No-bid is optional. While a request is open, talk only in the tool.
- A failed CLIN file means the customer never sees the quote. Validate without submitting. Run the CLIN checker at quote, and again at order if the RFQ is missing or does not match. PASS means the CLINs are on contract. PASS does not mean options were met. Quote total must equal the CLIN file. CLIN list must match the order total. Every quote needs a validity period.
- Fee math is 0.0033885. Never a line item. Quarterly after invoiced and collected. No customer number yet.
- Category A default response is 5 business days. Q&A defaults close 1 day before the quote due date. 60-day clocks are not running.
Scripts when they press
If they want a number
Say: I cannot quote a SEWP price. The contracts are not effective. Expected effective 1 November 2026. Rick Pina will call you when we can talk order mechanics, not before we can legally quote.
If they want to place work
Say: I cannot take a SEWP order. There is no order path today. I will not write a placeholder PO against SEWP VI. Rick owns the follow-up.
If a PO or RFQ arrives anyway
Do not countersign. Do not confirm a price. Do not enter it in a portal. Send it to Rick the same day. If Rick is out, Isabella. Tell the sender: Inspired Solutions cannot accept a SEWP VI order until the contracts are effective. Expected effective 1 November 2026.
Who to call
Do not send the buyer to Karen McCleary, Fatima Desi Almanzar, April Moshos, or Michael Nwokeabia. Do not publish rates. Fatima Desi Almanzar and Rick still have labor rates versus GSA blocked.
