Why the field is large, and how it shrinks
1,059 holders is the full Category C slate. Default is small-business set-aside, so large businesses are already out. An 8(a) designation plus SDVOSB shrinks it again. Inspired Solutions is 8(a) and SDVOSB. We do not tell the customer which NAICS or size to pick. We do not claim NASA will pick us.
WWT holds Category A and Category B, not Category C. On a small-business set-aside they are not eligible. They remain a partner. Do not treat their awards as a betrayal.
What Category C covers
Category C is ITC/AV services that support a particular mission need. Ancillary products are limited to supporting that mission-based services requirement. COTS software is a product, not a service. Software development can be in scope as a service. NASA will not answer hypothetical scope questions during start-up.
Help desk work (PSC D321 and similar) needs AbilityOne at the order level. Karen McCleary owns AbilityOne and ISO. That is an order-level fact, not a reason to tell a buyer AbilityOne is already filed.
What we say about Category C

Labor rates versus GSA stay blocked
Fatima Desi Almanzar owns SAM, banking, Exhibit 4, and pricing. Labor rates versus GSA is still an internal blocked item with Rick. Do not publish rates. NASA requires rates hourly or daily only. Multi-year escalating rates are one CLIN per year, not one CLIN with a ramp inside it.

- If a buyer asks for a rate: I cannot quote a SEWP price. The contract is not effective. Rick will follow up when we can talk mechanics, not rates from this desk.
If you already sent a rate in a draft, tell Rick the same day. Do not wait for the Monday board. The SEWP price for the same offering must be equal to or less than the Inspired Solutions GSA price after fee. That rule is why the comparison is blocked until Fatima Desi Almanzar and Rick clear the file.
Zero CLINs, and how they will be added
Category B and C services are treated like Category A products in the Database of Record. Labor categories are added through Technology Refreshment, with the labor category as the part number and the hourly or daily rate as the SEWP price. A priced CLIN must be on contract before a quote. TBQ (to-be-quoted) CLINs can feature an unpriced offering; a priced child CLIN is still required before quote. Specialized Z CLINs (ODC-Z, OVERHEAD-Z, and others) will be loaded by NASA. We do not invent those numbers.
AbilityOne and ISO on services
Category C AbilityOne is SourceAmerica, not NIB. Karen McCleary owns the lane. STANDBY. Send nothing. One AbilityOne submission per holder, not two. Help desk AbilityOne is at order level (NAICS 518210, 519190, 541512, 541513, 541519 and PSC D321, DE01, DE10, 7E20). The 2 percent talk is of those task-order dollars, not of the $20B ceiling. Still wants NASA writing. Do not combine AbilityOne and C-SCRM. 60-day clocks have not started.
